compiletc python3.6-dev

Notes:
Run 'sudo pip3.6 install numpy' to compile and install.
If pip is not available, it must be installed first with
'sudo python3.6 -m ensurepip'

It will be installed into /usr/local/lib/python3.6/site-packages
